New Solicitor for Public Prosecutions Announced

Director of Public Prosecutions John Champion S.C. announced today he has appointed senior legal executive John Cain as Solicitor for Public Prosecutions (SPP) in Victoria.

“Following a five-month, national search assisted by external consultants Cordiner King, I am pleased to announce that I have appointed John Cain as the next Solicitor for Public Prosecutions in Victoria,” Mr Champion said.

 “John Cain is a respected leader within the Victorian legal community and has a strong track record in public sector management.

“The SPP role is a specialised one, and John’s combination of senior management experience and legal knowledge makes him the ideal candidate to lead the Office of Public Prosecutions (OPP) and further drive its strategic direction.”

Mr Champion, who is responsible for appointing the SPP under the Public Administration Act, said Mr Cain also had a strong commitment to public service and to the independence of the Victorian public prosecutions service.

Mr Cain will take up the role of SPP on November 16, 2015.

Mr Cain was most recently Managing Partner at Herbert Geer (now Thomson Geer), and was previously the Victorian Government Solicitor from 2006 - 2011, and Chief Executive Officer of the Law Institute of Victoria from 2002-2006.

The SPP manages the staff and budget of the OPP and has responsibility for briefing counsel, including Crown Prosecutors, on behalf of the DPP to prosecute serious crime including homicides, culpable driving, drug trafficking, sex offences, organised crime, and serious assaults.

The SPP is also a member of the Director’s Committee – alongside the DPP and Chief Crown Prosecutor – which advises the DPP on issues relating to the Victorian public prosecutions service.

Chief Crown Prosecutor Gavin Silbert QC welcomed the appointment.

“I congratulate John Cain on his appointment. This is an excellent outcome for the OPP, given John’s experience and standing in the legal community, and I look forward to working with him as part of the Director’s Committee,” Mr Silbert said.

Mr Champion said Vaille Anscombe, who has been Acting SPP since 2 February, 2015, would continue in the role until November.

“Vaille is doing an outstanding job as Acting SPP and I thank her for her support and leadership, and for providing a cohesive and stable transition towards the appointment of a new SPP,” Mr Champion said.

Former Victorian SPP Craig Hyland left the OPP to become NSW Solicitor for Public Prosecutions in February this year.
